1st off, I really like sensei's work so i might be bias on my rating. The only character who is rational on this story was Aoto, the governor general's brother. govgen was somehow attach to the sole survivor of the clan who ruled the country they conquered. He was told to be cold and doesnt seem to care much about his life or anybody else. All he cares about was that he is to keep himself from being bored. Kisame makes his life more interesting. Kisame has always been fond of govgen untill the night he won the competition.

It was a happy ending. the death maybe necessary for the 2 to end up the way they did.
