All American movies are foreign to me as I don't live there. 🤣 And most of the movies I like are foreign. If you mean foreign language movies (we speak English here), a lot of the movies I like are in foreign languages as I am an art house cinema fan. Here are some I like:
French: Trois Couleurs: Rouge and Read My Lips
British: 24 Hour Party People
USA: Barcelona and Pi
Australian: Lantana
German: Run Lola Run

Just as base_coat all american movies are foreign to me, as are actually all english movies 🙂
But I'd consider Amelie as one of the best French movies I've seen. I've seen a weird French movie about a girl who gave up on piano playing because she failed to get into a conservatory, but later takes revenge on the woman who made her fail... in a very special way. It was actually quite creepy (though it wasn't a horror movie)
