Those are what come to mind, they're not exactly funny like One Piece but they're actiony. If I think of anymore I'll add them.

Try Psyren, i'm not sure the level of comedy as high as One Piece but it has plenty of action i guarantee you that.

If anything out there resemble One Piece, than it has to be Fairy Tail, in fact it's like One Piece, only on a different dimension or something, the main character Natsu reminds me of Luffy.

Oh if you don't mind manhwa, than you just got to read ID. It's a fantasy adventure with plenty of action and reasonable amount of comedy. It's one of my fav 😛
