Oooh, villians. I generally find myself liking most of the villians, but here are some of my favorites:

Dr. Muraki-Yami no Matsuei (he is creepy, creepy, creepy and I love how he torments Tsuzuki)

Buggy the Clown & Captain Kuro-One Piece (Buggy's hilarious and Kuro is so damn cool. Guys with glasses are hot!)

Diamond-Les Bijoux (does manwha count?)

Rosiel-Angel Sanctuary (creepy and crazy)

Rin Kobayashi/Shi On-Please Save My Earth (technically the antagonist)

Um... The shinigami from Death Note. I guess that there really aren't good and bad guys in the story, but he's the one who first allowed all the killings to begin.

Satan from 666 Satan. I have no idea why, I just really enjoy the parts where Satan appears. I really like Satan's character in the manga. Hes my favorite character of the manga, period. XD

Schrödinger from Hellsing. Gotta love those ears.
Pan from Island. I know, he's supposed to be the good one, but you have to ask, who or what would he exterminate, if there weren't any demons left?
Jakushiji Tenzen from Basilisk. Wicked and selfish, cruel and passionate till the end.

Buggy the Clown from One Piece, because he is a fairly funny character and doesn't always act like he is completely evil, just a bit crazy. Also he ate the Chop Chop Fruit, which is a pretty cool one that I would probably like to have if I could eat a Devil's fruit.

The evil guys I like are those who are underhanded. They have an air of mystery which fascinates me. We don't see them in action much, but what they do in the background is sure to have an impact on those around them.

I also love Road from D.Gray Man. She's so fscking awesome. A lot of people don't like her, but I love her for some odd reason. =S
