Himura from Eyeshield 21. He's evil in a hilarious and good way though. c:
Medusa from Soul Eater is QUITE evil.
Tetsuo from Akira. I must admit, be was pretty awesome..
And yeah, he's from a video game, but I just have to mention Hazama from BlazBlue. He's such a troll. A lovable troll.

I was scrolling down this list and when I saw this I totally had to agree. Tyki=awesomeness. I also like Road and jasdebi. Although they're evil, their family dinners are hilarious 😀

I agree with the people that said Johan from Monster..
Also Friend from 20th Century Boys...Urasawa Naoki is good when it comes to creating villains lol.
But my most favorite villain (although not in manga) is Darth Vader lol...walking into the room with the Imperial March playing in the background.
