Well besides the demographic being aimed at young girls...I have no idea.
You'll probably only see 'chicks' with 'tits' when it has smut tagged to it.

It's just something I noticed. Even when a chick is supposed to have nice tits, they seem to forget them sometimes. Ex. I was reading Dengeki Daisy, and the female teacher supposedly has D cups, but they draw her flat :confused:

I echo the question but understand the idea that young girls may find girls in shoujo more relateabble that way. But a bigger question might be why girls, and people in general for that matter in shoujo (or at least the various few I've seen over a long time) tend to always be drawn in the SAME style?
I mean shonen has such variation in art style among different series. No one witha discerning eye would ever mistake the style of DearS for that of Naruto for instance. Yet all shoujo I've seen tend to draw people with the same style of very leggy men and stick-thin girls (an odd thing that, shoujo girls have very small breasts usually but shonen girls usually have at least a bit of meat on their bones), all with this kind of glassy-look in their eyes, especially if drawn in color.
I mean honestly it is the art style, and the uniformity of it, moreso than the stories that has turned me off most shoujo manga.

Girls want to read about girls like themselves getting the fantasy guy they'll probably never get in real life. Shonen romances do the same thing: loser guy with hot girl.
Variation in art style is a matter of quality: most mediocre shonen has just as little variety as most mediocre shoujo. The good stuff in both camps stands out for it's unique style, but even then there are groupings of similar stuff. One-piece and fairytale have a similar style, naruto/bleach/fma/ and a few others have similar lines, and bad art (elfen lied, mahoramtic, ai-love you, etc) has the same kind of awfulness. Shoujo may show decade influence more strongly, but I doubt that.

Maybe the girl readers are too focused on the bishies to notice the girls in the manga?
I don't care about what the girl's body type is, but when the mangaka does decide to draw a girl with breasts it would be nice if it was drawn well. Somehow that's hard to find in shoujo manga, especially in smut when it really does matter.

why would they need to have big tits? only reason shounen has it is for selling. the reason i think is partly that and a fear that the girls won't read it or give out a bad message or something.

Well most shoujo chicks don't have big tits because most Japanese school girls don't. the mangaka doesn't need to push the limits of realism just to make things ecchi when most guys (whom the ecchi genre caters to) don't even read shoujo.

Girls don't appreciate reading about a girl who is hotter than them. Sadly, many shoujo readers are that shallow. After all, it's targeted towards awkward, puberty-stricken, boy crazy teenage girls.
Makes sense, right? You want a relatable main character, not a sexy chick who is confident around the hot guy rather than flustered and a total idiot. (Um, FYI... I actually do want a badass sexy heroine... I'm considered weird by shoujo standards)
