Yes. Art is a big part of manga. If the art sucks you might find yourself avoiding the manga.

I try not to judge anything by its cover, but sometimes I do buy something because the cover looked really interesting to me. While good cover doesn't guarantee good manga, I've discoverd some of my favourite mangas (Le Chevalier d'Eon, Bleach and Sergeant Frog to name a few) just because I was interested by their cover art and decided to give them a chance.

Super Cruel and Terrible Tales of Mangaka has an ugly cover and art, but it's still a great read.
As long as it's a demographic/genre I'm interested in and doesn't have skinny CLAMP designed boys touching each other, I'll at least try 1 or 2 chapters before deciding.

Well, I use the cover to decide if I like the art and that's about it - I go by the description on the back, usually. You know, the thing that actually tells you about the manga.
I go away and suddenly the spammers are the mods. Okay, I can adjust to that, but... Gorath?! And what's up with Mam's not being the top poster?

No. Unless it's yaoi/hardcore hentai, I at least read the description, and usually the first 1-2 chapters.
