Electricity is energy caused during a change in an objects chemical composition.
Fire is essentially the same thing, except fire can only exist if there is some sort of gas, other wise fire wouldn't rise like it normally does on earth; and electricity is caused from a change of TWO objects that can now interact with each other due to the change. They both need some sort of medium to exist
So essentially Electricity could fall into the fire catagory. But sense its energy is polar, its not the same as fire... Its all up to interpretation. I think Avatar did a good job with the polarizing of chi concept.

You're half right on the generation of electricity. The actual visible electricity is similar to fire in the fact that it is a form of excited electrons that generate electromagnetic waves within the bandwidth of visible light, but visible electrical discharge, i.e. lightning and cathode/anode arcing is a form of plasma. It's cause by polarizing the air molecules between the cathode and the anode if the electric potential, i.e. voltage, is great enough. This does not include incandescence, which is something completely different.
In short, you can have electrical discharge/generation without any net chemical change.
However, I do agree on the point that Avatar did a good job in explicating it's nonsensical superpowers. Makes them seem damn near believable.

True, thats what happens on earth, but I'm talking in general, when there is no air present, as in between metals or in a vacuum. I'm just trying to say electricity isn't strictly a combination of fire and air, as it can happen independently of both.

That allusion I made was explicitly aimed towards the Narutoverse, where Kakashi himself, when describing Chakra elements, stated that Lightning was a product of fire and wind. Just as Wood is a combination of water and earth.
Now, I know quite a bit about physics, so I don't need a lesson about it. But we are dealing with a manga, where the laws of physics obviously do not apply, therefore any effort to bring it into the discussion is superfluous.
And electricity cannot arc in a full vacuum.
