Majeh from King of Hell is kinda similar. They're both insanely powerful but have some kind of restriction imposed on their power by someone else. Both are very arrogant and rather lazy. Majeh isn't an SOB like Jokyuu though (and I mean SOB in the best possible way - Jokyuu is awesome).
For a character whose even MORE of an SOB than Jokyuu, Ryo from Shamo comes to mind, but he's not really similar to Jokyuu in any other way. I suppose Ryo is also a genius but he's very hardworking and far more sinister than Jokyuu.
