Nana to Kaoru is probably the most ecchi manga I read with little nudity. It's closer to a romance but the super strong SM theme makes it pure ecchi.
A tie between My Balls and Golden Boy imo. Golden boy is perverted while My Balls can actually make you blush in an unguarded moment.
