Basically, most people of this world are not this "stronger male". It's easier to relate to a charcter that is like Ustumi. It's much harder to relate to a character who's popular, strong and clever.
I'm not going into detail. Should know who Shounen's are aimed at and what to expect...

Yeah, but that's only kinda true in the beginning. After ten chapters or so he really take a few lessons in selfconfidence. Of course he still is acting kind of shy and not so much confident around the female lead (forgot name), but I want to read a soft romance anyway and not about a guy who likes to slap his woman around (although...). I think the male lead is exactly right in Good Ending.
Ah btw in chapter 19 (minor spoiler) he scolds another girl at his part time job, so he is not always the guy who backs down at every situation, even if he is right.
