Come to think of it, I feel like some manga by Tenzen Momoko may be similar--perhaps La Satanica or Oka no Ue no Rakuen? She's one of my favorite BL authors, so I'd recommend her in general.

Hidamari ga Kikoeru is really awesome and a lot like Blue Sky Complex in some ways, but it hasn't progressed quite that far yet (the second volume is ongoing).

10 Dance could also fit your bill.

Probably also the "Slow Romance" category should be a good place to look.

Have you read Slow Starter by the same manga-ka as Blue Sky Complex? They rival BSC as one of my favorite shounen-ai couples. There's a lot of slow burn with their romance, but so worth the ride once they fall in love.

And there's also Endou-kun no Kansatsu Nikki if you haven't read it either.
