yup, yup, I think that Sabo is with Dragon or he died somehow and the hat that ace had was Sabo's, but the all more important thing here is that I dont belive Iva's leg was in the last pannel, but Luffy's mom 😀 .....why?? bcoz if it were Iva there'd be no need to cover her up like that and just show a foot, he did the same thing with Dadan in Ace's flashback and with big mom who is probably that Nami's friend from Thriller bark, well that's what I think, and yeah, Oda likes to put small details in the covers that follow up with the story, that's why I like regular covers better then the colored one's XD
And about Luffy being a noble, I doubt it-Dragon mihgt have just been born there in another village, and not a noble, which would be kinda lame tbh....Luffy from a noble lineage, funny but lame XD

Well I thought she was Ivan because of the way she said 'everything', either she has pronouncing difficulty, or the translator made mistake 😕 😕
but when I checked again, it's clear that Ivan only has difficulty pronouncing "W", so yeah maybe it's luffy's mum...

On a side note, since somebody mentioned about the cover that featured garp-coby-helmeppo in the earlier volumes, anyone wonder if morgan might somehow will make reappearance or be involved with later arcs?

I agree with the big mom = lola's mom possibility, that's what I thought when I first read it. either that or another mistranslation, supposed to be big m--- something, but translator just hav to make do until the romanization is clear, like in Oz/Oar's case..
