The problem is if he has to touch the water at all befor he freezes it, he won't be able to freeze it cause even the slightest bit of sea water can cause fruit users to weaken.

True. The way the poll is set up and how people are voting kind of seems like favorite logia devil fruit user rather than the fruit itself. Either way I vote for Enel, since the only one in the world that can really stop him is Luffy. And the fruit ability itself seems to be strongest/dominant of logia fruits so far with electicity based attacks as well as metal manipulation.
