Art and Story definitely.
Also if it's Ecchi, Comedy or Shounen that's just a bonus to me because they're my absolute favorite genres.

i dont really know.. art, plot, decency..
but if its action.. i will love it if it makes me wanna read it all in one go..
and if its romance.. i will certainly love it when it gives me that strage feeling down in the guts! dont you just love that feeling??.. 😛

good art that has something original or wierd in it.. original, interesting, realistical stories. Not too much drama. Characters that are likable and I can relate to. not too much crying high school girls...ugh I hate girl who can''t do nothing but cry thus I don't read much shonen/shojo ^^

What' threre not to love? Manga is universal, accept it, embrace it, cherish it. It probablywon't bring World Peace, It won't solve your probelms but even so it fu%#ing awesome!! And that ladies and gentleman is the Truth!

PS: yeah, I might have dodged the question, but still i have done so spectacularly, haven't I?

Characters that actually seem to have a personality, and more important a good, interesting, original plot(though sometimes cliches aren't so bad). I will read a good manga with good plot and bad art. But I wont touch it if has a boring plot no matter how good the art.

a broken protagonist or an arthur dent protagonist (or both)
with a interesting plot. but even if its a normal plot,
I'm still fine with it. cuz these characters always makes happy.

Interesting plot & storyline.
Lovable characters.
Nice art. And I don't mean that it has to be 'beautiful', 'sparkly' or anything , especially not for shounen/seinen, probably yes for shoujo/josei, but an art that can bring life to the characters and the universe.
And of course, the 'X' factor. You know, something that got you hooked to that manga but you don't know what exactly it is. In human, I would say the 'charisma'.

Comedy
good art (either shounen-type or Yotsubato! style)
likable and funny main character(s)
A setting that: I can relate to/is unique/familiar/not fantasy
Lack of cheese
No/fast plot
