Well, it's definitely something by Natsume Isaku. Not sure on the exact manga, though. Could just be a random drawing for the cover. >_>

Edit: Actually, looking at it a second time, I could be wrong. There's another mangaka with similar art as the one I mentioned, but I'm drawing a blank.

Seems like it might be Kurashina Sensei no Junan by Shino Natsuho.
