I'm looking for normal, stereotypical magical girl manga, with transformation sequences and frilly dresses and everything. Everyone says it's such a cliche genre but the only one I've read is Cardcaptor Sakura, and that doesn't even have transformations.

Also, I don't like romance much, and I definitely don't like those creepy ones made for old guys with panty shots in the transformations.

Mahou Shoujo FTW! (& second TMM and Sailor Moon and also their animes)

What I've watched/read:
Hime-chan no Ribon - One of the best, IMO. Anime is also great.
Magical Angel Creamy Mami - The anime is classic.
Fancy Lala - I've only seen the anime on this one, but very good.
Akazukin Chacha - It's hilarious, but I've only seen the anime.
Mermaid Melody Pichi Pichi Pitch - Both the anime and manga are cliche and cute.
Ultra Maniac - Once again, I can vouch for the anime. Pretty cute.
Princess Tutu - Skip the manga and go directly for the anime, it's phenomenal.
Kamikaze Kaitou Jeanne - Another cliche and cute one with anime adaptation.
Nanatsuiro Drops - Only have seen the anime, but it's adorable.
Kamichama Karin - Both the anime and manga are FUNNY!
Shugo Chara! - Doesn't have the mood, but fits the qualifications.
Magical Girl Lyrical Nanoha - I'm sure there are manga adaptations somewhere, but the original anime fits the bill spot on (just look at the title!).

Sorry that for most of them I've only seen the anime. ^^;

Even more can be found here (but I can't 100% vouch for them):

Note: You're going to have a hard time finding mahou shoujo without romance, though I know Fancy Lala's anime doesn't. Hime-chan and MACM also present the romance in a more refreshing and light manner, so you might not mind it. I'm also pretty sure Nanoha doesn't have any, but I may stand corrected.

I wouldn't call this a "normal" magic girl series, but I still recommend it:
Fate/Kaleid Liner Prisma Illya, and the sequel; Fate/Kaleid Liner Prisma Illya 2wei. Its a spinoff of the critically acclaimed Fate/Stay Night series. the prequel is not yet fully translated, and the sequel is still ongoing. I haven't kept up with the original, but i don't think you need that much knowledge to read it, unless someones says otherwise...

I'll suggest (and vouch for) Pretear - and like Ultramaniac, the manga and anime are different from each other.

I second Sugar Sugar Rune. The mangaka's one of my favourites of all time.
