From Del Rey:
Lucia is the new girl at school. She and her sister run a public bath that's all the rage. When Lucia meets a terrific-looking surfer boy, there's just one little problem: Lucia is a mermaid-not just any mermaid, but a princess on an important mission to save the seven seas from an evil force bent on taking control of the marine world. Such a responsibility doesn't leave much time for romance. But Lucia vows to protect her world and win the heart of handsome Kaito.
I watched this anime a while ago and actually liked it. The manga is different story though...I just can't bring myself to like Lucia, Hanon, or Rina (well I'm actually indifferent towards the latter) T.T Now I'm just reading it for the laughs. For example,

There's this part where Maria is trying to hassle information out of Kaito, and he calls her a perverted old lady. She replies, "Perverted old lady, you say? Call me sexy woman-sama." WTF. She says this with a completely serious face -.- Also, on page 29 of Chapter 26 these giant DNA-looking helices come out of the clouds...
I like this manga but I think this manga has a soft ecchi to it because there are some bath scenes and their chests are big too. Luchia wears a skimpy swimsuit which gives it a mild fanservice. Rina has a revealing leg to part of her outfit too. This should be a shounen manga not a shoujo.
I actually like the anime. It's not original at all and surely it borrows all of it's ideas from Sailor Moon but it was entertaining enough and the songs were catchy. Can't say the same for the manga though.
The manga is extremely fast-paced. The very main characters who are Luchia, Hanon and Rina have no development at all like they have in the anime. On the other hand, the non-developed characters in the anime, (Coco, Sara, etc.) have some actual development. The only positive of the manga version.
The storyline is your typical mahou-shoujo but with mermaids. Every chapter is episodic and almost always it involves romance between Luchia and her love interest Kaito. And everything else is cliche, including the characters too. For example, Luchia is your typical shoujo heroine who only thinks of her love interest and she fights for justice. Plus her appearance is obviously inspired by Usagi from Sailor Moon.
The artwork is not that bad, it reminded me a lot of Arina Tanemura's artwork.
Most people don't like the transform, fight evil, repeat glamour, sparkle, and girly atmosphere that goes with the Magical Girl genre, but I for one will except it as long as the story is original. and for a Magical Girl story I found it very original, I loved the Little Mermaid kind of story, and liked the idea of the mermaid princesses battling to protect the sea from evil. The art is very nice, although sometimes I found the eyes rediculously big...even for a Shojo manga...
I've reccomended this to a lot of people, and all so far have like it so you should at least try it if your unsure. Unless you don't like the basic plot line of most magical girl stories, this one probably isn't for you.
I cant really say this manga is really good. It's one of the first mangas i ever read, and at first i really enjoyed reading it. As i get to other mangas (good ones), i realize that this manga..is...not that worth it.
Some parts are really interesting, but mostly boring stuff and repeated scenes
Typical shoujo magical-girl. All the Sailor Moon and Wedding Peach stuff in here. Art is lovely, but sometimes..*shudder* too much ruffles. Also its kinda scary when at the last volume, the girl's eyes are FRICKIN' BIG. It's good, overall, some parts just don't make me turn the pages.
