Which series are the most creative in terms of abilities, skill, and powers?
Some of mines include:
One Piece, due to Devil Fruit abilities and fighting styles. Who knew rubber could be so awesome?
Negima, due to the large array of Pactios and Magic.
Kenji, due to the series constantly exploring the world of martial arts and its styles.

agree on law of ueki
kekkaishi especially for the kekaishis' ability.. their ability is only one, manipulating spaces (or the way i see it: creating world), but the way they use this ability is very creative, which made the ability unlimited
creating a box shaped world, trapping something inside, destroying it, using it as a stepping, using it as a catapult..slicing/piercing things using the box shaped world.. walking through wall or different dimension... creating worlds for other's convenient (ex for nature gods)... creating a world of your own that reject everything else.. detecting things on the spaces around you.. ignoring the rules of the world, making yourself invincible (in the manga it's assimilating anything that thrown at you)... and many more.. but the one i like right now is creating a world where your rule is absolute, even making the near dead comes back alive (as if you are god itself)..
but others abilities are also cool... like hakota's ability to see things.. or the majinai squad ability

Type-Moon characters have some of the most out of the box abilities I've ever seen. I mean, things you'd NEVER even think about!!!
Shiki's Mystic Eyes of Death Perception! Arc's Marble Phantasm! Emiya's/Archer's abilities to Trace/Copy Weapons and summon Unlimited Blades Work! All the Fate Heroes and their special abilities/weapons. I mean, HIDING Excalibur by making it invisible, it's so simple - if I'd written, I'd wrote something stupid like Excalibur being hidden somewhere and half the game would have been Emiya chasing down Excalibur through Zelda-like dungeons and quests! Not to include the UnDead Apostles abilities. Like Nero's abilities to summon animals!

Dude, super-powers don't get more creative (or crazy) than the Stands in JoJo’s Bizarre Adventures. 😀 Even the title contains the word 'bizarre'. That oughta tell us something.
