Kimagure Orange Road - not quite a deliquent, but a "bad girl"
Hot Blooded Woman - but the guys are also a deliquents
Red Lion - though she isn't really bad, she was a jjang (school gang boss person)
Shinshi Doumei Cross - ex-deliquent

Kinda:
Seto no Hanayome - her family leads a mermaid mafia group, though she isn't really bad, she is willingly part of their actions
Monster - not very romance-y, but Tenma's (ex)fiance is a "bad girl"
Basara - she's a rebellion leader who is unknowingly in love with the king she's fighting against
You're My Girlfriend - the girl can't help but spew only hateful words at others, making her deemed as bad by her peers
Kaiba - it's an anime, but the romance is between a rebellion member and a nice guy without any memories

who turns out to be the clone replacement of the leader she's fighting against, or something like that. It's been a while since I watched it and the story's rather complicated, but it is realllly good. :)
