Im trying to find these two manags.
one was about this chick who gets involved with this delinquant and he i think says that she is now his girlfriend, and all these other guys are trying to like beat her up because shes with him. the one distinguishing thing i remember about it was that he gave her a cell phone or walkie talkie to call him if she gets into trouble. and he like acts all like he doesnt like her but then he like gets all worried when he hears her call him on the thingy....
and the second one was about this demon who promised this chicks mother that he would give her one of his hearts until she was 16 and now shes 16 and he came back to take her heart. and he is like living with her and he can transform between adult and "chibi" little boy. he kinda looks like a little vampire >.>

Yeah, the devil in Hanatsukihime doesn't go chibi, but otherwise the description matches. (There is a genie from a ring that's chibi though, so if you somehow remember that incorrectly as the devil, then that might still be what you're looking for.)

No, I'm 100% sure that it's Chikyuu Kanrinin. Maou gives girl heart, Maou wants heart back and yes, Maou can go chibi.
