For Japanese VAs I'll say my favorites are Ami Koshimizu for voicing the anime girl I have long been obsessed with, Aya Hirano, Ayako Kawasumi, Kikuko Inoue, Satsuki Yukino, Yukari Tamara, Yukana, and maybe Norio Wakamoto and Jun Fukuyama
For English voices (which I'm more familiar with actually) I'd go with Karen Strassman for also having voiced the anime girl I'm obsessed with. Also I would include, Lisa Ann Beley, Wendee Lee, Colleen Clinkenbeard, Monica Rial and I suppose Crispin Freeman, Steve Blum, Micheal Mcconohie and Jameison Price.

My top 4 faves are Yui Horie, Maaya Sakamoto, Mamoru Miyano, and Jun Fukuyama!! 😀
Yui Horie: Yuuki (VK), Minorin (Toradora!)
Maaya Sakamoto: Haruhi (OHSHC), Ciel (Kuroshitsuji)
Mamoru Miyano: Zero (VK), Tamaki (OHSHC), Ligh (Death Note)
Jun Fukuyama: Aidou (VK), Lelouch (Code Geass), Grell (Kuroshitsuji)
there's so many more roles that they've played that have made me love them, but this is good enough 🙂

This is an older thread but I'd still like to put in my two cents.
Romi Paku - Probably the first seiyu that I bothered remembering. Edward Elric (FMA), Madame Red (Kuroshitsuji), Hitsugaya (Bleach), and Yuujirou (Princess Princess)
Inoue Kazuhiko - I'm surprised he hasn't been mentioned yet. The character I always associate with him though is Kakashi from Naruto. Also Nyanko-sensei/Madara (Natsume Yuujin-Cho) and Gunther (Kyou Kara Maoh)
Junko Takeuchi - Naruto, Lambo (Reborn), and Maka Albarn (Soul Eater)
Noriaki Sugiyama - He voices Sasuke in Naruto but I prefer to remember him as Ishida in Bleach.
Katsuyuki Konishi - Tsuruga Ren (Skip Beat), Soubi (Loveless), and Shori (Kyou Kara Maoh)
Jun Fukuyama - This guy should be on everyone's list of favorites. Seriously, he has such incredible range. Someone else already mentioned some of these but Kimihiro Watanuki from (xxxHolic), Grell Sutcliff (Kuroshitsuji), Nura Rikuo (Nurarihyon no Mago), Yumichika (Bleach) and yaoi alert Ayase (Okane ga nai 😉 )
It might sound strange but I usually love whoever voices the main character's mom.
I most definitely prefer anime with their original Japanese voice actors but I really did enjoy the English cast of Rurouni Kenshin. For some reason, all other dubbed versions sound so awkward to me.
sigh All the good ones are either gay or fictional. How does a girl catch a break?

Oh wow... you've got a good list!! Seconding them! But just to reiterate:
I adore Kazuhiko Inoue! His voice is soooo smooth ♥♥!! And the Nyanko-sensei/Madara voice caught me by surprise because I was used to his "Kakashi" voice-mode.
Jun Fukuyama is awesome... seriously... Grell Sutcliff (Kuroshitsuji) vs. Kraft Lawrence (Spice and Wolf)? I seriously didn't know they were voiced by the same person!!
Some of my other favorites:
Akira Ishida -- wow... Gaara (Naruto) vs. Amakawa Tsukasa (Shugo Chara!). Talk about eerie, intense, death-voice vs. happy-genki-sunny voice. Listen to him on Naruto Nippon (radio show), and you'll see what I mean! He's shockingly charming!! ♥
Takahiro Sakurai -- I've been encountering his voice in a lot of anime I've seen recently: Claude (Kuroshitsuji II), Sasori (Naruto Shippuden), Agemaki (Otome Youkai Zakuro), Yaichi (House of Five Leaves)♥♥♥ Hot damn... I think I have a thing for raspy voices...
Tomokazu Seki -- he's just in the business for so long. I grew up listening to his voice!! Kyo (Fruits Basket), Chichiri (Fushigi Yuugi), Van (Escaflowne).
Mamoru Miyano -- hooray for the newcomer. To have his voice for Light (Death Note) and Tamaki (Ouran HS Host Club) come out the same year... I was laughing my head off at how different their tones/characters were.
Kappei Yamaguchi -- he deserves praise for voicing L (Death Note)... My favorite character in anime history. ♥♥

I don't really have any VA preferences and most of the time I suck at recognizing their voices. I only recognize those that have voice so distinctive from others that they are usually being typecast like:

I never recognize any male VAs voices. Probably because I just never paid much attention to them.
Still, above all, my two most favorite VAs are Masako Nozawa and Mayumi Tanaka.

I don't usually pay attention to voice actors, but there was one female voice actor that I have managed to instantly recognise, so I think she deserves a mention, because that has been the only time I have ever managed to recognise a Japanese voice actor before.
