I was wondering if it is illegal or not illegal to view hentai in the states and if there is some stuff that is not illegal but some stuff that is?

Hentai is legal in the US. (I believe you're asking in the US since you said states ...)
To my knowledge none of it illegal, even stuff like loli and shota, however I do know there was a small ban that doesn't allow you to read ...7? 10? Hentai.
(Errr it may be illegal to view it below the age of 18)
