The manga is like that too though. Sasuke fought Deidra and it took up like 10 chapters for what seemed like a 20 minute fight.

Shikamaru aso learns a new move every time he gets in a big fight. Chunin exam - only shadow copy/imitation, sasuke retrieval - shadow neck bind, Hidan - shadow sewing, Hidan 2 - shadow shuriken
Kankuro also has more puppets every time he gets in a fight. 😀

Sure. Those characters who have at least a bit of intelligence (not Naruto) use strategy. Even Naruto seems to have very good ideas sometimes.
But they are not ninja like that's for sure.

Have you seen Sasuke's training? Where he defeated some thousand sound nins and he hasn't got a scratch? That's the difference in strenght between Great ninja and Good ninja.
Have you seen how in almost every fight Naruto creates thousand Shadow clones and they are all wiped out by a single enemy with simple taijutsu or at least not mass killing jutsus? (Kimimaro for example or almost every filler arc.)
And other times Naruto fights almost evenly with taijutsu users like Lee, Sasuke or Kakashi or enemy like Kakuzu without clones or much less clones like that.
The thing is Kishimoto (like many others) ofthen looses the perspective, and the same character can seem much stronger or weeker at different times.

I agree, that Naruto doesn't have the same kind of leveling down like Bleach with its captains. That's because Naruto never reached the level of top vilains like Orochimaru or Itachi.
But after the Akatsuki arc Kishimoto either levels them down to bring out new, more dangerous enemies or he'll have to end the series.
