Jessica from Dragon Quest VIII.
Talk about the most useless character ever. The only thing I use her for is her oomph and accelerate spells. After that I usually just let her die. Unless that bastard Doulmangus decides he wants to take off all status effect.
And Penelo from FFXII. Yet again, useless.
And am I allowed to say Cliff from star ocean? He's a strong character, but his American voice was one of the stupidest one I have ever heard, right after Vergil's in DMC3. I mean really, a power ranger?

Duo - Megaman Battlenetwork 4: Freakin Riddiculous I tell ya, I had to buster of 340hp...never again shall I use a bomb folder. Took me about 5 retries.

Hmm, it's a long time I played DQ VIII, but still I don't remember a useless character. They were all strong in my opinion. If I had to choose one it would be the one who says 'Guv' all the time or something that was the weakest of the four, because of the fact he wasn't that versatile. Only had his strength to rely on.

You mean, in gameplay or storyline? Although I like her, she didn't really contribute to the main storyline of FF XII, besides in the beginning. After that, she was just a tag-along character, just like Vaan.
(They mature more though after the game FF XII: Revenant Wings and when they appear in FF Tactics: A2. Vaan even kind of acts like Balthier then, all suave and stuff.)
Battle-wise Penelo was strong, in my party. For that fact the 3 girls always did more damage with their Quickenings together, despite the fact that all my characters had the same level. Weird. 😐

Penelo is NOTHING compared to the annoyance that is Vaan. He's annoying to the point of making me wanna throw my controller at the TV screen. -_-'
His voice = annoying
His movements = annoying
The way he acts = annoying
Anyway, FFXII was fun because the battle system was different. It's something new, though I hated the stupid licenses.

This isn't really a singular character per say but I think that it still counts.
The Imperial Guards from Elder Scrolls 4 Oblivion. They ticked me off constantly. When I was finishing up the last fight against all of the Daedra in the Imperial City they all grouped around in front of my target right after I cast a spell or clicked to attack with my weapon. Then they would get pissed off at me and after killing the Daedra they started coming after me >_>
Then after I beat the game while running away from hordes of imperial legions they arrested me and kept attacking me while I was in prison. 🤢
