Yeah, you are right about that. There does not seem to be any real progression in the story. That is why I put it on hold a year ago. Maybe I will pick it up again when the manga is finished but for now I do not think so.

ive been waiting a few years for this one to end, cant believe it is still ongoing. ive heard of this manga after the first manga i read (which is I"S), but it was still ongoing so i just put in on bookmarks. So years after, it is still ongoing. hope i get to enjoy the ecchi in this manga at least when it's finished.
