Action/fantasy/martial arts/historical/psychological/mystery/horror/school life/sci-fi/basically anything and everything are all welcome here except adult/hentai. I would love it if the two women were rivals/enemies and it took them a long time to fall in love, but it's not necessary.

tragedy is ok, but ONLY if there's a relatively positive ending that doesn't leave you majorly depressed.

Anything with cops and detectives and criminals fleeing the law are cool too. Revolution is fun. Chessmaster style heroines facing similar villains are awesome. femme fatales are badass.

Revolutionary girl utena would be a good example of what I'm looking for.

I don't mind if the manga isn't in the shoujo ai genre, but still centers around the possible romantic relationship between two women. The subtext has to be REALLY heavy though, and one of the women would have to be the main character.

bi/pan etc. women are fine so long as their main relationship is girl/girl. Neither have to be cis.

I would also prefer little to no fanservice, none would be great. No Ecchi please.

Both are ecchi but it doesn't effect the plot at all and is easy to ignore.

Chirality's gender bender is one of the android characters is able to switch genders somehow.
Hakodate's gender bender is as the description provides, is a girl assuming the guise of her teacher.

As I said in the edit, the ecchi in both is easily ignore-able. Besides, they're both short, might as well read those while you wait for more fitting recommendations.

Might wanna try watching the Mahou Shoujo Lyrical Nanoha and Mahou Shoujo Madoka Magia series.

Fate and Nanoha (the two MC's of Nanoha) are obviously gay for each other in season 3.
They adopt a daughter, Vivio and she calls them both "Mama". Not to mention that they live together and sleep naked in the same bed. Pretty damn big flags there if you ask me.

Nanoha season 3 also has a manga sequel that follows the young Vivio. Mahou Shoujo Lyrical Nanoha Vivid

For Madoka, well... telling you why would spoil the entire masterpiece. Its revealed around episode 8 I think.

Akuma no riddle - main lead is an assassin who falls for the girl she's supposed to murder
