It's irresponsible for a leader to abuse their power.
If you can't control yourself, you should pass it on to someone who can.
not true if you abuse your powers you get to learn the limit aand you'll be more tollerant in the future, but someone who'll never abuse it would punish directly
Kim Jong Il is the perfect example of this.
And don't worry about Aung San Suu Kyi. I'm sure Than Shwe will lighten up soon.

Because getting into a pointless discussion about superfluous matters like discussion about the definition of a term that seems to have been understood by most of the members posting in this thread, isn't something I wanted to do.
Please somebody lock this thread, it has gotten pointless, I apologize if needed.
Congratulations for "winning" ahoaho.
This is interesting for a few reasons.
The topic at hand, that you brought up, is "abuse of power". Questioning whether it is moral or not. However, during the course of this discussion, the question of the exact definition of power and how it can be abused was brought up. To find the answer to the question you asked, this is a valid discussion point.
However, because you don't see it as such, you're trying to abuse your own power as topic creator to get this thread closed.
You know the definition of irony, right?
Anyways, on to my point.
Abuse of power is something everyone with power has to worry about. Such as us Mods and Admins. We always have to consider when we take action whether it will be seen as abuse or not. Morally speaking, we don't want to have to ban people if we don't absolutely have to.
However, we also do not want to be seen as weak or incapable of making such decisions, thus, after discussion, decisions get made. It's also useful to note that, as has been stated, abuse of power is also something that is seen differently depending on how you see certain situations.
However, it also depends on the power itself. Most people in power strive to get in their position to have that power. In this case, it make seem that power itself is what is absuing the people, by corrupting them into believing they can do anything they want, because they are in power.
This isn't limited to those in power. Celebrities and the Wealthy are like this as well. They think because of their social status that they have some sort of power, and these thoughts also corrupt.
I guess what I mean is that without a balance of power, there would only be chaos, thus abuse of power is an unfortunate consequence of power existing in the first place.

Deep.
I'll agree with this cause of the underlying argument.

It wouldn't matter how much times you abuse power its simple if you can hold that power, other wise your no different then those fresh blood.

My guess is that the abuse of power is a risk a community has to take to evolve. When at the beginning all power is devided equally among all members and they solve problems with votes, which cannot be questioned because they're undoubtedly the will of the community, at a certain size this becomes impossible becuse of the overwhelming amount of problems. To evolve further, the community now elects representatives (admins, politicians, leaders) to carry out the will of the community faster. However those representatives may not always judge the will of the community correctly or may even willingly act against it, being corrupted by their power. Both possibilities can lead to an abuse of power.
So the abuse of power is wrong by definition, but it is a neccessary risk.

Oh, really? Once you have power, why bother following any rule? Assuming you've got no one to limit your actions, I don't see why the guy in charge would stop abusing of his power.
History is full of people who maybe were tolerant at first and then got perverted by power and turned soon into despots (Caesar, Bonaparte).
A few people are actually like you described but I would think they don't seek power themselves and therefore are replaced by people who yearn for it.

from chaos order born.
It's always repeated in the history. A country is born, peace, abuse of power by higher up, rebellion then civil war, new country emerged and replaced the old, repeat.
