The first thing that I thought was a fan art of Kasugazaki Kanako and Suzushima Tooru, minor side characters from Ouran, but he doesn't really look like Tooru all that much. They don't look like characters I know otherwise.

Eh, for some reason I get the feeling that the lineart is a trace... but maybe the person who colored it was just really good.. XD

I think it is Penguin Revolution, the girl in the pic is really a guy dressed as a girl for a movie.

it's a novel cover from an artist (zoo-chan) on deviant art, shown in the above link, so it's not a manga. Hope this helps 🙂
