SAITOU Chiho's mangas have a lot of dark-skinned leads (idk if they're all over 20 though). However her stories are very... melodramatic, and some have adultery. I like dark skinned leads but I can't stomach most of her stuff lol. But I did kinda like Waltz wa Shiroi Dress de.

There's also a high school one, Junai Tokkou Taichou!, obviously not the age range requested, but in the beginning he has the image of "bad boy". I looooved this story at the start; however, after the second or third volume it goes downhill. So if you give it a try just read the first half lol.
