In this world, there are 10 heavenly laws and 22 earthly laws. While humans cannot have knowledge of the heavenly laws used by the gods, they make use of the earthly laws. Through cards, each of the symbols can be utilized through the use of magic. Those with this ability are called magicians. Aspiring magicians study the laws in order to attend a magic institute. Nanao, Kisa, and Nanten of Nase are freshmen enrolled at the Seventh Eastern Magic Institute. Even within the 22 laws, there exist a rare ability. Nanao, who holds this ability, will...?

I may sound a bit buyers but GOD THERE IS NOT MANY MANGA OUT THERE LIKE THIS.
If you're looking for something to just flip, I say, DO NOT READ THIS.
This manga is something you need to fully indulge in to enjoy like Harry Potter (JK Rowling) or The Abhorsen Chronicles (Garth Nix). It's something different in which Tenkyuugi Sephirahnatus is a story of how a student struggles with his ability. It is a slow paced story but in every chapter, something happens that leaves you either wanting more or just simply say, "Nope, I ain't reading this anymore..."
Tenkyuugi needs commitment to be able to get to you. I know, every manga needs commitment but Tenkyuugi needs it more. The facts in this story DO matter and I can't wait to read the next update. I'd wait a decade if I have to. Still, I advise this to be in your reading list or wish list if you're the type that can't wait or read facts... (Like some friends I have)
In a nutshell,
a) Artwork is good and colour pages are beautiful. Not too clean at times though but still acceptable.
b) Plot is interesting and very different
c) Recommended to those who like Harry Potter or factual fantasies.
I give it a 10 for actually making me feel excited when it updated after 5 months. Recommended? "To read or not to read?" That is the question~

Somehow, it feels like I'm reading a shounen manga with a josei spin. The characters btw, feel a little dumb to me and it seems like they move for the sake of the plot:
I understand they're still building the plot so far but the pacing also seems a bit iffy to me. And even though much of the plot so far seems quite contrived, there isn't much to keep me reading so far. The characterisation for the main cast has a bit of potential though it depends on how they'll build on it: if the layers will be light and simple and full of holes or complex and complementing the plot layers. They could have cut away some of the earlier scenes, imho and cut to the chase to add a bit of tension.
I don't mind the fact there're going to be far more players soon but I'm a bit annoyed that even though the card system is complex, little attention has been built around the other parts of the school. Nor is it really explained yet how the entire system came to be used nor have there been any basic explanations about the "world".
However, all of that aside, there is some potential and it remains to be seen how the writing will progress.

every imperial magician and the school teachers already know someone possesses nullifying magic but they didn't even take measures with the barriers in the school and the tourist spot? A mysterious girl appears at school and people don't even do background checks?
And there are many other things as well that strike me as a bit dumb or contrived. I understand they're still building the plot so far but the pacing also seems a bit iffy to me. I still can't tell if nanao is a girl or a guy 
But the manga is still good. Recently I got interested in magical school/academy stories, because they have so many possibilities.
