In my opinion (I don't care for dictionaries), it's not. Every human being has perversions , except infants and maybe Mother Theresa. Rape is crossing the line from perversion to all-out crime.

Example: Every guy has fantasized about boning a supermodel in every compromising position imaginable. That's perversion.
Some men actually go out and do it, and that's rape=crime.

Of course, the line between perversion and crime differs from culture to culture (in certain mid.east states, you get beheaded for staring at a woman the wrong way)... but I'm sure you get what I'm trying to say.

The USA is not only the richest from all industrial countries, it also has the highest crime, rape and gunshot victime rates in the world. Your luxembourg comparison just doesn't cut it.

Per Capita is a much fairer comparison when comparing anything between countries of vastly differing populations...A country isn't rich imo if 1 in 10 people are below the poverty line. The businesses of that country are rich.

Also South Africa is still in Developed list of Countries and quite rich from diamond and gold mining. So still by your logic South Africa is the most perverted country...As it has by far the highest number of rapes per capita.

Now for a country to be perverted imo it needs for the general population to think that certain acts are to some extent acceptable whereas in other countries they may not. Take Japan for example the widespread sale of very graphic literature is commonplace and publicly accepted even though most countries would ban the sale and maybe even make it illegal eg Loli manga. Molestation on trains is so high that now carriages are designated women only.

Rape and perversion are two completely different things.

Perversion is a distortion. For example, if in the sexual act you're more attracted to the feet of a person than in his/her genital area you've a perversion for that. That's not a crime.

You are really digging deep, aren't you? Society decides what's sick and what not. Allowing drugs and alcohol in early age can be regarded as normal in one country just as the law to freely own weapons and in another country as completely ridiculous. So perversion is per definition a rude misbehaviour and twist of social values. What you call perverted in one country could be seen differently in another country (im not saying that molesting in train is accepted in Japan). For instance a Japanese would regard Americans as completely crazy/sick/perverted because they allow the regular civilian to own fire weapons for self defense. Crimes instead are cases of misbehaviour commited in society so strong, that they were forbidden by law. If a country goes all the way to make laws to regulate behaviour, you can savely assume that violating national law would also violate the social values and understand - we are not talkig about light crimes.

Now should we compare the number of cimes commited in the USA like drug trafficking, child labour, health insurance fraud, medicament abuse, deadly gunfights, murder and sexual abuse on highschools? And you say Japan is sick because they molest women on trains? A call that having big prejudice! The truth is Japan's molesting problem is small compared to americans racial, ethnical and sexistical discrimination on INTERNATIONAL level. You guys should seriously start reading newspaper instead of manga.
