Matsuri Special It's listed as a Shounen, though it feels more like a Shoujo. o.O Maybe wrong genre?
Kamio Youko is a shoujo mangaka but that manga is serialized in Jump Square, a shounen publication. Style doesn't really effect whether something is shounen/shoujo it's where it is published and who the target audience is.
Still it's probably harder to find a female POV in a shounen manga than to get a male POV in shoujo. Take Suzumiya Haruhi - the main character may be a girl, but the POV is still Kyon (unless you're reading The Melancholy of Suzumiya Haruki, which is a different story altogehter. Kyonko FTW)

try Code Breaker
-tough female protagonist
-there's a leading male, chances are, there will be hints at romance
-actiony, but the drawing is neat and not too liney like most shounen

I am really, REALLY shocked that no one has mentioned Dear yet. It's published in a shounen-magazine after all, isn't it?

Try Horimiya. (I'm surprised no one posted this one yet.)
When I first read it, I was surprised it wasn't shoujo. Well, the art is a little shounen-ish, but it looks very much like shoujo. The first POV is the female main character, but later on it switches back in forth between the male love interest and the female main character.

It's not very surprising since this thread is from 2008 and Horimiya started in 2011.

Another resurrected thread, huh? How about a recent one by FUJIWARA Cocoa: Youko x Boku SS? Readers have been debating wether it's Shounen or Shoujo, ever since it got scanlated in 2010.
