Have you by any chance read I''s or Saikano. The shojo is strong in both. The first one is shonen and the other seinen

I second xxxholic as a good series, main character isn't a girl tho.
Also Chobits, which is more from the guy's perspective but every other point checks out and it's very good.

There's also the opposite case a little...

With guys starring in shoujo. >_>

Otomen stars a guy whose true personality is that of a girl. Though, this one is shoujo with plenty of screentones, how rare it is to see a manga guy who likes the girly stuff but tries to hide it by pretending to be manly.

Then, we have anything by Yukiru Sugisaki such as D.N. Angel and Lagoon Engine. Yukiru keeps saying D.N. Angel is shoujo but it looks more like a mix between shoujo and shonen. Both stories though have some action in it just like several stories that are already listed here in this thread.

Then, I could recommend Kimi no Kakera which is shounen, and it stars a girl and a guy. But the girl gets more of the spotlight because the guy keeps forgetting about a lot of things until in later volumes. There is some action in this one too as it's a fight to find "the sun".

Ga-Rei
+Anima
Tegami Bachi
Nabari no Ou

Second all those! Also:
Yanki-kun to Megane-chan
Double Arts likeable to some shoujo fans
Watashi no Ookami-san
Midori no Hibi
Zippy Ziggy
Toradora!

I can keep going on but some others would be a stretch for
shoujo readers and I wanna quit while ahead. If you're looking
more for shounen romances there's several threads for that.
Just search the forums and you can find them.

superior it sometimes says shoujo, sometimes it says shounen, but it definitely has elements from both.

Quote from Dr. Love

Matsuri Special It's listed as a Shounen, though it feels more like a Shoujo. o.O Maybe wrong genre?

It's published in a shounen magezine, so technically it's shounen. (Bitter Virgin has the same problem -- it's been labeled almost every genre.)

Everyone else rec'd the other CLAMP works, so I'll throw in a vote for Tsubasa Reservoir Chronicles. It's got more fights then you're probably looking for, but it's borderline in all the other ways.

The World God Only Knows has a strong female side character presence and no fighting, yet is still a tournament type manga.

More light novel apps (dunno why, but they tend to be shoujoish)
Toradora and Kamisama Kazoku (though this one hasn't been released in months-but the anime's not bad)

Seconding Yanki-kun to Megane-chan, which I thought was a shojo manga 'til I read it.

Well....

Most titles that fit what you're asking for are indeed seinen.... like Blood Alone, which I highly recommend.

If it has to be shounen, try Watashitachi no Tamura-kun.
