Nanoo, while this possibly isn't very helpful, I just have to say... I think the best example of this character type I've seen is the class rep from the 26-episode Seto no Hanayome anime and (probably) upcoming OVA. Perfect example, really. But two sad disclaimers: I'm not sure if she's in the manga too (although I'm 95% certain there were no filler characters in the anime, that's what I assumed about Meilin, too) because I haven't read it and can't check on ON to find out from this bad internet connection I'm using while on vacation right now... and, there are only 15 chapters (2 or 3 volumes) scanlated out of the 14 volumes out in Japan so far (tragic considering how awesome the manga is... although the anime carries over a lot of it very effectively).

Same visual effect with glasses as Naru from Love Hina, but she wears all the time (and the contrast between her with and without glasses is huge) plus she can't see anything without her glasses, which provides for comical misunderstandings.
