The only thing I can think of with lots of aishiteru's and a battle cry.

It's some kind of electro-techno-industrial-whatever, not too familiar with genres. The band might be german.
It's a very monotone song with a female voice calling out the numbers one by one and follows up by "...and rising."
I.e. "One seven five seven one nine eight... and rising."
Do you know if it is sampled or are they actual lyrics sung by a band member?
What makes you suspect the band is German?
How hard/harsh is the song?
Synthy? Guitars?
Any other band as comparison?
You say techno, that to me implies that is probably isn't dark like C-Drone-Defect or harsh like Combichrist or Nachtmahr or Front Line Assembly, did I assume correctly that it does not sound like these?
Maybe more like Informatik?
Those are electro industrial or EBM.
Or is it cleaner, less techno, like Assemblage 23 or more ethereal/stadium like VNV Nation?

KMFDM has used female vocals.
Hanzel und Gretyl has a female vocalist, but you can probably never quite hear it.
But a song with a sampled female voice reading numbers, two bands came first to mind Combichrist and Informatik. Now Informatik is one of my favourite bands so I know their songs and they don't have one exactly like you describe though.
Maybe with more information I can proceed, otherwise it'll have to wait until I happen to hear it myself.

Oh, just the thread I needed!
I heard it in a commercial once and wrote some of the lyrics down:
"my little boy for asking why,
my darling angel,
oh please don't cry"
It was a woman singing and it was quite sad and sang rather in a mild pace.
I'd really like to know the title of this song and actually listen to the full version.

This song is part of a movie I saw a long time ago - Boy Meets Girl. The song plays twice in the movie. In this link it's the first 34 seconds and I really have no clue what the song is. This movie isn't available on DVD and also has no soundtrack. I can't look at the end credits because ... Well I don't have the VHS of this movie (nor a VHS player), and no digital copy either. ( I just have a horrible feeling this song was made up by someone on the cast and the only way to hear it outside of the movie is from the soundtrack ... which there is none).
The song may be Italian since I believe the movie is set in Italy.
If someone knew the song I would praise him many many times and give my first digital hug on MU to him.
