That depends on the speaker, the word choice depends on them. The point is that the word "slut" is essentially only used as a derogatory term (or, at best, carries an inherently negative connotation). "Promiscuous" is not, although it can be.

Having sex with multiple partners implies either infidelity or a set of values that tend to go against traditional judeo-christian culture, and as English is historically ruled by that culture, it's derogatory. Does that answer your question?
