Try Koukou Debut. She cries a lot and is stupid at times but she tries her best and that's enough to make up for everything else.

If 7seeds are mentioned, you should keep in mind that there actually is an annoying crybaby. Fortunately, that character is not that impacting due to the strong main female lead. More over, all of the works of TAMURA Yumi have an exceptionally strong female lead.
