Gakuen Ouji - the whole girls school acts that way, practically.

Oresama Teacher - she's trying to become ex-delinquent and having a hard time of it.

Arakure - or "Wild Ones" - She's "independent", not exactly delinquent, but it might suit you. I like the story enough to recommend it anyway.

Shinshi Doumei Cross or "Gentlemen's Alliance Cross"- She's ex-delinquent who goes back to being a delinquent for a few chapters. This might suit you, it might not. Overall, she doesn't really act that way.

Fruits Basket - A couple of side characters (the heroine's mother and her best friend) are ex-delinquents. You'd have to wade through a lot to get to those parts though.

Dear School Gang Leader does not fit what you're looking for, but it's still a cute read. She acts nothing like a delinquent, but she still manages to get several schools under her leadership somehow. =)

She's Scary by Hwang Mi Ri features a delinquent girl, and He's Dedicated to Roses by the same author kind of does (it's a genderbender).
Hwang Mi Ri doesn't produce very original works in my opinion, but these two have delinquent girls (especially She's Scary) so maybe you can give them a try.

i recomend hot blooded woman when delinquet girl goes into a weak girls body who is bullied and beats everyone up lol

crazy girl shin bia when delinquet girl goes back in to time and is mistaken to be the princess who needs to marry the crown prince

all the good ones are by hwang mi ri she got loads of delinquet girl manwha 😀 😃

Excuse me if it's already been posted, but Crazy Girl Shin Bia is one. Alike Cynical Orange, the main character is a beauty with an unbeffitting, not-so-gentle personality...though, still, I don't know. Unless you like historical manga, love triangles and all that grandeur, maybe it's not for you.

Tiara is my absolute fave manga and I guess the protagonist IS a delinquent. She's also pretty, she's got remarkable strength, and she's hilarious. You might consider her character annoying though.
