Blue Sky Complex by Ichikawa Kei is shounen-ai and with no clear distinction on who is seme/uke yet...I like to think that Terashima is the uke though, lol.

I love delinquent yaoi, but I can't think of many where the delinquent is seme. Most of the time the delinquent is uke, which I think happens more often because they dynamic is sweeter that way. If you're not totally opposed to uke delinquents, there's Koi made Hyakurin. The seme isn't in high school anymore, but at one point in his life he was a delinquent. I found it surprisingly enjoyable too.

I'm not sure what you find to be inappropriate but I'm assuming you prefer shonen-ai to hard-core yaoi? Here's a couple of more erotic delinquent stories if you do care to venture that far:

Hatsujou Animal has a tough/delinquent seme and is in a high school setting. That said, it does have sex in it (not sure what your definition of "too inappropriate is"), but the kind of sex isn't anything out of the ordinary or overly kinky for yaoi.

Rutta to Kodama features a seme who is kind of tough. He gets in fights, but he's not as delinquenty as some bad-boys that I've seen. I really love this series, it's super cute! It's got sex in it, but it's all very fluffy and cute imo.
