Is there ways of convincing anime studios in Japan to take on certain manga that did not get so much as a begger's chance at becoming animated, even those that are still in waiting after decades.
Heck even ovas would be helpful.

Anyone is welcome to answer the first question and even more for suggesting which titles deserve a shot.

Here's mine:

I would jump for joy if the following manga series were green-lit for anime adaptations:

Fruits Basket by Natsuki Takaya (FMA got a remake anime. Why not?)
20th Century Boys by Naoki Urasawa (Good GOD this series is so thought-provoking. It deserves it. 'nuff said)
Ayako by Osamu Tezuka (A darker-than-dark story depicting parts of WWII and its impact on Japan, as well as the many horrible sides of humanity)
After School Nightmare by Kumiko Suekane
Alive: The Final Evolution by Tadashi Kawashima (I'm aware an anime was planned, announced, and then canceled for this already; but I say it warrants another chance. It's just amazing)
Alice the 101st by Chigusa Kawai (A sweet, informative, and fun series about classical music. It's just begging for an equally breathtaking music score)
Cat Paradise by Yuji Iwahara (The creator of King of Thorn offers up an action-packed, fun yet suspenseful shool-life adventure. It may not be the most original, but it's still loads of fun) 😃
With The Light: Raising An Autistic Child by Keiko Tobe (This is already an award-winning, masterpiece of a series with a live action adaptation. One of the most 'real', emotionally gripping series I've ever read)
Takeru: Opera Susanoh Sword of the Devil by Kazuki Nakashima & Karakarakemuri (An interesting tale of a mystical journey. Lovable characters, gorgeous settings, and epic fights. What more could you ask for?)
KIELI by Yukako Kabei, Shunsuke Tagami & Shiori Teshirogi
Dramacon by Svetlana Chmakova (I know it's an OEL manga, but I think it's self-ware humor and heartfelt emotional rollercoaster deserve a shot) 😲
