i have a question my cousin is 20 and his girlfriend is 17 does that make him a pedo?

if they do stuff it technicly illegal but he is only a pedo if he trolls for young ones like ditching her for like a 15 or 16 year old. is an 18 year old (seinior) a pedo for going out with a 15 year old (freshman)?
