I definitely second @reid1 for suggesting Holo from Spice and Wolf -- though the anime is a lot farther than the scanlations / Yen Press releases...

Try reading "Koi Dano Ai Dano" , "Oresama Teacher" , "Choukakou" , "Akuma to Love Song" They are all intelligent / smart female leads and have strong mentality too.

There's barely any romance in this though. But the art is gorgeous and the heroine is really smart and is also a strategist.

The girl from Oresama Teacher is smart? Really? I'm not ironic, just (pleasantly) surprises, as I was under the impression that she's kind of dumb and the act-first-think-later kind of girl. I haven't read the manga though, one of the reasons being that I thought she was stupid.
But yaaay if she's not 🤣 😀

Kazami Kazuki in one of them Grisaia no Kajitsu manga adaptations (otherwise, in the original VN).
She's the smartest fictional character I've ever found that is not just on paper, she acts smart and talks smart.
Actually, if you pay attention, all characters are unusually smart given their roles in the story. But to get to the "intelligent" classification, I guess only Kazami Kazuki really fills it.
