Nice chapter~ It also seems that Urahara doesn't like the fact that the Gotei 13 just locks people up, while they could prove useful.

I wonder how Mayuri fits into all this! =D Maybe he helped Urahara creating the Hougyoku?

Urahara is more of a badass than previously thought.

ALSO

If decommissioning means imprisonment, how are the Vizards, Yourichi, and Urahara not imprisoned?

Oh oh nice chapter, but one question whats up with the numbers of the chapters, don't tell me the next 105 chapters will be flashback chapters.

Well if decommissioned shinigami haven't done anything wrong, but they are too dangerous to run around freely, at least I understood it this way. But Urahara and the rest commited crimes....

As much I like the flashbacks because they give you important information, 105 chapters... that would be a little bit too much...

That's likely, mayuri might have helped urahara. I think however that Mayuri doesn't know all there is to know about hougoku.

True but we know that Yourichi abandoned her post and Urahara himself said "there is no such thing as withdrawal from the Gotei 13, so it is pretty certain that at least this was a crime. Urahara was banned into the human world and stripped partly of his shinigamie powers (ok about that im not sure) but never the less it indicates he has done something wrong. Come on the shinigami world is basically an authoritarian society were you get punished for tiny things.

Or it can mean that something very bad happened to him, like getting stuck in a Gigai, maybe one of the untraceable ones that Urahara made.

i think ss tried to imprisoned the vaizards when SS sensed that they were a threat but they escaped. Yoruichi i think just disappeared to follow urahara. Byakuya said during their first confrontation in SS that she disappeared 100 years ago. By this I think SS didn't even think that she committed a crime, maybe she just disappeared even before SS realize or without SS knowing that she have committed a violation with urahara. SS i think didn't even got hold also of urahara cause he was sort of a "warden" of the maggots nest, anyway. So urahara just simply fled from SS

I'm wondering the same thing. Isshin has a captain level powers but Shinji doesn't recognize his reiatsu. Maybe Isshin is one of the royal guards, just a wild guess, or as others said the 10th Kenpachi, another wild guess, but actually didn't die and was healed instead by urahara, talking about another wild imagination.
