No. Sortof like the anime, they don't explain the references and even leave some 'word' censored. But for those who can't catch on to the references like: Dead Zeon pilot OR Haruhi, within these references, then the jokes become sorta obscure.

Although if they were to explain it, they'd have to research into almost every joke (something along the lines that DEL-REY would only do) and explain the references to the reader which takes a lot of time and money. I can see why it would be a waste of time for them since releases could be potentially slower if they need to find and change jokes like this and explain why it happened. (Some of the jokes in the original manga couldn't be properly translated into English because of some vocabulary use or the way it's said).

I think though they give you a hint if they are referring references as they put out the circle in the word whenever they say something obscure and you might possibly need to research it if it happens. (Although a pain in the butt)
