Hayate is a close 2nd but Ai kora, is a rare one where the main character admits that he wants a harem of women and actually goes about obtaining it.

Madoka Ayukawa, Hikaru Hiyama, Akane Kasuga, Sayuri Hirose & Hiromi and if you count the twins but they don't really show any romantic feelings since they are his brother but w/e.

Best Harem Manga?
well, first will be Love Hina. well, though it was a harem, still the story was good and the harem itself can be seen on the story.. second to that will be Ichigo 100%. though the drawings doesn't show many girls in one page, but if you will look on the story as a whole, a lot of girls are directly and indirectly attach to Manaka Junipei. third, i can't think of any.. maybe Air Gear? i'm not that sure but if you will look closely, the story does show.. but if not air gear, then i can vouch for sekirei.. i'm sure you'll all agree to that...
