In the Gaara fight he didn't have any orange chakra around him but he was able to summon like 100+ clones. I think that he has the ability to tap into the Kyuubi power without having tails come out. In fact, i'm 100% sure of this because Jariya trained him to do so after they came out from the 2nd part of the Chunin exam (after Rock Lee and Gaara fought and they had about a month before the next round). The most obvious example is when Jiraiya kicked him off a cliff and Naruto summoned that massive frog for the first time. He tapped into the Kyuubi without having any tails out.

I think some of you all may think that unless he has tails out, he's not using the Kyuubi, but I don' think thats the case at all. I think that he can safely tap into it up to a certain point.

I say all that once again say that the massive Kyuubi chakra is an integral part of Naruto's abilities and fighting style. I can't imagine him not having it because he couldn't be the same Naruto that we've all come to love. His shadow clone ability would be greatly diminished. He couldn't do his "i'll make 10 clones and keep charging the enemy until it works" routine anymore and that IS his entire style.

There are safe ways to tap into it (as he does against Gaara and general use) and there are unsafe ways (using tales). Most of the time he uses the tails is when he's really pissed off. I think anger is the primary factor. Its almost like Star Wars (*hoping you guys like it or else none of what I say will make sense). The force is just there. I think anger is an easy way to tap into it and gain massive power, but it comes at a price. Mean while, pursuing a Jedi method may be slower at first and require more training, but you can be just as powerful and maintain control without damaging yourself. I think eventually Naruto will realize that and take up a Jedi like path rather than Sithing his way through with anger.

I don't.. >.> I think it's obvious that he can tap into Kyuubi's chakra without his tails coming out.. which was actually always the case, until the fight with Sasuke..

well, yeah..that is kinda possible..if Naruto can control it, then the story can still go on with naruto trying to make sasuke forget about his revenge..

Naruto isn't the one who want's Sasuke to forget his revenge.He just wants to bring him back for Sakura and of course as his teammate and friend.Besides the whole story is NOT about taking Sasuke back,that's just one part of it

you guys are forgetting that yamamoto is a wuss and jiraiya freed the key with the sole purpose of giving naruto control. the kyuubi is as much a part of naruto as naruto is to himself
