It's a very sad manga, but before it's sad it's also a very happy manga. Love (both romantic and non-romantic) seems to be the key theme here, so...
Gokusen - the art is a bit shoujo, but it's semi chibi, so it should be bearable
the romance only gets somewhere at the end, but it's very satisfying
Sugar Dark - Umerareta Yami to Shoujo - there is a tiny amount of guro in it so watch out
Koharu no Hibi - this one is a bit freaky, but the romance is fine
Game Over (MIZUTANI Fuka) - josei with a not very shoujoesque art; a bit short
14-sai no koi - same author as above (ongoing, but has plenty romance already)
Change 123 - ecchi manga with some actual romance, so I guess I can second that
Sonezaki Shinjuu - just a oneshot
If this isn't enough, I'll try spamming some more titles when I have more time.

Hey guys!
I took a crack at a few of these and I really enjoyed a lot of them. Orange Yane no Chiisana Ie tickled me pink, as well as Game Over (MIZUTANI Fuka). I'm poring through a couple others. I'm sorry to say that I didn't like everything, and it's not as if I didn't appreciate your sentiment, but it just wasn't within my taste. I really enjoyed the thought you guys put into it, though. If anyone else has some more recommendations (again, if the manga is a subplot of some other genre, like action or mystery, that's fine, but it has to have something more than the "Will they? Won't they?" trope). Thanks guys!
Also, I randomly found two manga with some romance I like, just for, you know, reference purposes if you guys have more recs or if people want to see some other stuff. One is Ginen Shounen which I found to be an entertaining romance manga (albeit short) and another one (that's completed in Japan but still is being scanlated) is called Lasboss x Hero. Although it's not listed as romance, I disagree, and the "subplot" there is really important.
Anyhoo, keep the recs coming, if possible!
