I don't know about cool characterse like Hitsugaya and Moka, but I was able to find some series with action and/or martial arts:

07-Ghost - no martial arts, but very cool imo
Battle Angel Alita - martial arts, cyborgs, etc.
Ultra Red - the ending seems premature, but it does have fights
Change Guy - fights, more fights, and a fighting tournament 😀 (not a great plot thought imo)
Id - a current favorite for me
Release: The Emancipation of Personality - the idea is pretty cool, but it hasn't been released in a while
Yawara - okay, it's kind of an older manga, but I like it.

Characters like Hitsugaya and Moka.....hmmm....

Ares Michael reminds me of Hitsugaya, a cool kid with attitude.
Ashita no Yoichi! Martial arts and interesting female characters.
Bastard!! Youko is a nice character, nice and strong at the same time.
Black lagoon Kick ass female characters.
Claymore Also some nice female characters.
B.Reaction! Martial arts and fine female character.
Inukami! Kind of reminds me of Moka
Kurohime Kurohime is my favorite female character. She rules!!! I can't tell you what part of her is EXACTLY like moka, because that would be a huge spoiler. But I bet you'll like it.
Mahou Sensei Negima Here is a character that reminds me a lot of Hitsugaya, don't remember his name but he's the "dog guy". He appears around volume 3 I think.
Mx0 This one is kind of similar to Rosario.
Vinland Saga Kick ass kid!!!

Those are the ones I think kind of resemble what you want.
