Like Akira in Shouri no Akuma - he looks girlish (he's even a crossdresser), but he isn't soft like many feminine guys in manga are made out to be. He's proud, stubborn, willful and even arrogant.
A seinen example would be Griffith from Berserk, his looks are softly beautiful, he looks a bit like a woman actually and he is a commander with a regal way of carrying himself and amazing willpower.

Not exactly a protagonist, but Kazuki from Get Backers is a major side character and is both beautifully feminine and a very tough fighter.

I agree Kuroshitsuji has 1 (if not 2) feminine looking protagonist(s), but maybe that's not what you're looking for, since every character in the manga is a bishie (imo). It's rather that they fit the standard (imo ^^).

Gokusen may fit, the male lead looks feminine, but maybe his personality is less assertive than the female lead's? Good read, though.

Ghost Hunt : The male lead fits both criteria, and very much so. ^^

B-eyes maybe. Again, the mc fits both criteria.

And, I'd also suggest Petshop of horrors, if you don't mind a little scare. 🤣 The story is great, and you can't find a more feminine-looking male than the Count (who is in fact sometimes mistaken for a woman... And who has a strong personality too!)

And... It's kinda annoying, but I can seem to be able to recall any valid shounen/seinen suggestion... at least for the moment... 😔
